1月12日，中国科学院国家授时中心青促会小组举办“时间讲坛Time Talks”，邀请德国联邦物理技术研究院（PTB）Andreas Bauch作了题为《 Accurate time, traceable to UTC via GNSS observations》的线上学术报告。报告会由国家授时中心青促会会员、西安分会委员钦伟瑾主持，国家授时中心副主任卢晓春，高精度时间传递与精密测定轨研究室主任杨旭海以及60余名所内外科研工作者参加了此报告会。

  首先，卢晓春在致辞中对Andreas Bauch来到时间讲坛表示热烈的欢迎，并就PTB和国家授时中心（NTSC）从事的主要工作做了详细的介绍，同时希望NTSC和PTB、Andreas Bauch继续保持长期友好的合作关系，进一步推动UTC（NTSC）在参与国际时间频率比对中的重要作用。  

　　Andreas Bauch介绍了PTB在时间频率领域的研究情况，时间频率计量方面的国家合作，利用全球卫星导航系统实现国际时间比对，利用全球卫星导航系统进行时间传递以及全球卫星导航系统测量的可溯性等。与会人员就时间频率的比对传递应用等技术问题与Andreas Bauch展开了深入的交流，最后杨旭海对整个报告做了总结，并就在PTB的iGMAS站目前存在的问题进行了深入的讨论。 

　　Andreas Bauch became Head of the PTB Time Dissemination Group in 2004. The Group operates a variety of time transfer equipment and realizes the reference time scale UTC (PTB). Involved in Galileo related work since 2001, he devoted much of his time in various projects, from conceptual studies to the Galileo Time and Geodetic Validation Facility and the Galileo Reference Center. PTB is the pivot of international time comparison.
